New Delhi, Delhi/Tripura : 27th of July, 2024 : Hon’ble Chief Minister Dr. Manik Saha attended the 9th Governing Council Meeting of NITI Aayog chaired by Hon’ble PM Narendra Modi at the Rashtrapati Bhavan Cultural Centre, New Delhi on Saturday (27th July, 2024).
Speech of Chief Minister of Tripura at the Ninth Meeting of the General Council of NITI Aayog – Hon’ble Prime Minister Sir, other Hon’ble Union Ministers, Hon’ble Chief Ministers, Lieutenant Governors, Vice Chairman of NITI Aayog. Members of Governing Council of NITI Aayog. Ladies and Gentlemen.
- We are thankful to the Hon’ble Prime Minister Sir for giving us a grand vision of Viksit Bharat at 2047.
- I am deeply honoured to share with you that – we have also launched LAKSHYA 2047, a Vision Document to transform the State of Tripura into a fully developed State.
- For this purpose, we have taken several transformative steps, which I would like to mention here, such as-
a)Enhancing connectivity including making Tripura the gateway to the NE region through Hon’ble Prime Minister’s HIRA Plus Model.
b) Enhancement of Capital Expenditure
c) To bring about Ease of Doing Business as well as the Ease of Living.
d) e-office introduction upto Gram panchayat level.
e) Introduction of BMS (Beneficiary Management System) to facilitate DBT for state-run welfare schemes.
f) Under “MukhyaMantriDakhyataUnnayan Prakalpa”, the focus is on Artificial Intelligence/ Internet of Things / Cyber Security/ 5G Technology/ Drone technologies.
g) The government of Tripura has established the Good Governance Department and SIT (State Institution for Transformation) created as per mandate of NITI Aayog
Further I would like to highlight a few important Vision Indicators’ in various sectors and the strategy to achieve the goals of LAKSHYA 2047 :
In INDUSTRY & INVESTMENT SECTOR, we are focusing on reducing the dependency of the Workforce on Agriculture by 50% Increasing the Trade & Commerce through Bangladesh and other States of India up to Rs.1 Lakh crores. Enhancing Tourism contribution to GSDP up to 15% by 2047.
In the INFRASTRUCTURE, COMMUNICATION, AND LOGISTICS SECTOR, our vision is to — achieve 80% agricultural land area under Irrigation, provide 4 lane road connectivity to all important destinations.
In the ENVIRONMENT, FORESTS AND CLIMATE CHANGE SECTOR, we would like to achieve – increase the value of Forest produce by five times, improving the composition of Very Dense Forest to 40%,- – resulting in increase of GSDP up to 25% 2.5 times increase in Water bodies in Forest areas and Enhancing Agar-wood economy to Rs. 10,000 Cr.
In PRIMARY SECTOR, to bring- 75% of Agricultural crops under risk management tripled Productivity for all major crops raising Farmer’s income by 5 times Fish production increase by three times.
In SOCIAL SECTOR, to provide – all Schools with ICT and vocational labs, to start Internships for all Under-graduates, Post- Graduates, and Research students, to achieve self-sufficiency in Specialty and Super- Specialty Health Services in Tripura and making Tripura as the frontier State in Sports arena.
In GOVERNANCE SECTOR, we are emphasising to make Tripura a Digital Society.
5. Moreover, actions have been taken on all the issues discussed in the 8th General Council Meeting of NITI Aayog: such as- Promotion of Industrial investment by– introducing “Tripura Industrial Investment Promotion Incentive Scheme ensuring “Ease of Doing Business’ through online single window portal namely, “SWAGATPORTAL“
Promoting tourism – through the Swadesh Darshan Scheme’ / PRASHAD’ Scheme,through Public Private Partnership,by introducing tourism attracting connectivity measures.
Promoting skill development-In 19 Industrial Training Institutes based on input from industries.
Through PM Vishwakarma and Deen Dayal Upadhyay Gramin Kaushal Yojana (DDUGKY).
Several steps taken towards women empowerment, such as – 33% reservations for women in State Government Jobs, collateral-free loans for women start-ups and reduction in Stamp duty in registration of property, 50% Government market stall distribution to women entrepreneurs, No tuition-fee for girl students in Government Degree Colleges, 9 Women Police Stations set up in 8 Districts 4.71 lakh rural women mobilised into Self Help Groups, There are presently 83,424 Lakhpati Didis’ in the rural areas of the State World-class sports training and financial assistance up to Rs.5.00 lakhs for promising women sports-personunder the ‘Mukhyamantri State Talent Search Programme‘. In the urban local bodies, Pink toilets’ have been introduced for the women and the girl children.
ACTION TAKEN ON THE ISSUES DISCUSSED IN 3″ CHIEF SECRETARIES’ CONFERENCE:
DRINKING WATER : Under the Jal Jeevan Mission – 82% households covered with clean drinking water 471 Innovative Schemes introduced in the difficult terrains.
Health Sector : The number of MBBS seats are doubled ‘Agartala Government Dental College’ & Agartala Government Nursing College have been set up 9 Super-Speciality facilities started in n.ew Super- Speciality block in the State capital.
First time Kidney transplant facility has been started Nearly 15 Lakh beneficiaries availed Ayushman Bharat Cards. More than 4 lakh individuals availed of CM-JAY Cards. 25 JanaushadhiKendrasestablished and additionally 8 Jan-AushadhiKendras proposed.
EDUCATION SECTOR : For the unsuccessful candidates of the State Board BachharBachao‘ scheme introduced. CM Sath (Chief Minister’s Scholarship for achievers towards Higher Leaming) scheme with scholarship of Rs. 5000/- per month to 100 meritorious students introduced. Super-30 scheme for special coaching introduced for 10th Board pass-outs NIPUN, Tinkering Labs’, ‘ICT in Schools’ and Vocational Education introduced in schools Smart classrooms launched in 854 schools ‘Saksham Tripura‘ for Children with Special Needs introduced ‘Vidyajyoti’ scheme introduced in 125 Government Schools National Education Policy adopted in all the schools of the State. 82 ‘PM-Shri schools’ established
POWER SECTOR : Tripura Power Distribution Strengthening and Generation Efficiency Project’ is being implemented Under PM-JANMAN, electrification of 3618 Households of Reang community have already been electrified Under Bru settlement programme, 4512Households electrified.
LAND & PROPERTY SECTOR : Tripura already had cadastral maps and online property records (Khatian) for all plots. With the introduction of Swamitva’anexercise in pilot mode has started in 2 districts. Besides, –‘Bhunaksha software ‘introduced Revenue Court Case Monitoring System introduced Digital e-stamping certificate & Land Records Mutation introduced National Generic Document Registration Software introduced
I am sure that under the able leadership and guidance of Hon’ble Prime Minister Shri Narendra Modi Ji, we will be able to realise the vision of Viksit Bharat’ and ‘Ek Tripura Shrestha Tripura.’ I am confident that the deliberations and the decisions of this Governing Council meeting would go a long way to strengthen cooperative federalism in our country.
